The NANO54415 can operate with either the 2.x or 3.x development tool sets. Devices ship from the factory running a 2.x application, but can easily be updated to run 3.x applications. Please refer to the Migration section of the NetBurner Developers Guide for details: Migration Guide
From a getting started perspective, you will need to use the Network Configuration 2.x utilities to locate and configure the device until you have programmed it with a 3.x application.
